As far as I am aware, work has not yet commenced on the Chuan-Han Railway, but it is rumoured that a start will be made at Ichang early in the New Year.

The "Chengtu Daily Gazette" of the 1st December stated that the Board of Communications had passed the railway accounts (forwarded in my despatch No. 54 of the 23rd October), and that Hu Chün and Cháo Shu-nan had been directed to continue to act as President and Vice-President respectively. The former will, it is said, proceed to Ichang after the New Year.

From a copy of an estimate of the cost of construction of the line drawn up by Hu Tung-cháo, Engineer-in-chief, I extract the following particulars: A translation of the document will be forwarded later.

The line will be divided into three sections, viz., Ichang to Wan Hsien, Wan Hsien to Chungking, Chungking to Chengtu.

Peking, February 25, 1908. I HAVE received your telegram No. 42 of the 22nd instant, respecting the seizure, in Macao waters, by the Chinese of the "Tatsu Maru."

It is asserted by the Chinese Customs that the seizure took place in Chinese waters.

I have had several interviews with my Portuguese colleague, and have advised him to consult with the Japanese Minister. I shall continue to give him any assistance I can.

The Japanese Legation has demanded the release of the vessel.

I fear that active intervention on our part might perhaps lay us open to the charge of holding the Canton Government responsible for the acts of pirates, while at the same time encouraging the importation of arms for their use. During the recent piracy discussions, the Viceroy at Canton complained to His Majesty's Consul-General of the attitude of Macao, and it is admitted by the Japanese Minister that in this case there is room for suspicion as to the ultimate destination of the arms.

The "Universal Gazette" of the 2nd October had the following:- "Their Excellencies Chang Chih-tung, the Viceroys of Kuangtung and Szechuan, and the Governor of Hopei have memorialized the Throne for permission to establish a railway factory for the four provinces in Hupei. At this factory will be manufactured all the railway material required for the Canton-Hankow and Hankow-Szechuan lines. This machinery will be for the use of these railways only, and must not be sent abroad; the surplus production of the factory may be disposed of to other provinces.

"The factory will be started with a capital of 400,000 taels subscribed in equal shares by the four provinces of Hupei, Hunan, Kuangtung, and Szechuan. This Memorial received the Imperial assent on the 3rd September."
